First of all, I am very pleased that there seems to be interest in bringing on new committers for several of our projects that are, more or less, in desperate need of more help.
However, I want to point to the recent comments by the EMO. Appointing a new committer is not something that should be taken lightly. There is a great deal of responsibility associated with the committer status.
Therefore, rather than proposing a candidate who may do good work in the future, make sure that the candidate proves this by making some contributions before initiating the election.
A good strategy is to guide the candidate through some PRs that can be listed in the committer election. If the candidate's contribution is of a non-code nature, make sure to document this by listing email threads where discussions take place, or capture meeting minutes where the candidate is actively participating. Just stating "participates in discussions" is not a strong argument.
