Re: [ee4j-pmc] New project proposal Jakarta Data

Please refer to my May 31 email to the specification committee private list that describes the process that we follow.

I'll emphasize this part:

The EMO will not create a specification project (or provide any resources to the team) without having first had the specification committee approve the creation by super majority ballot.
