Re: [ee4j-pmc] New Project Proposal: Jakarta EE NoSQL
A project proposal is normally open for a period of time (2 weeks?).  This gives the public a chance to review it, comment on it, etc.  Then, after that community review period, then the creation review takes place with voting by the Spec Committee.
