[ee4j-pmc] 3rd Party Dependency CQs for the new EE4J projects

Hi to everyone following the PMC communications...

I'm seeing multiple CQs come across the PMC email chain asking for approval for the use of JUnit 4.12.  Although doing the piggyback route of getting these approved is relatively easy, it still requires a review and approve by the PMC.  And, in most cases, these type of 3rd party approvals can be grouped under "build and test" dependencies.

There are two types (at least) of CQs...  One is for the product's use of 3rd party dependencies.  These are normally shipped with the product (or component).  For example, Apache Commons.  And, the other one is for Build and Test type dependencies.  These are not shipped with the product, but only used for building and testing.  These type of dependencies can be grouped together and submitted as a single unit.

The PMC still needs to review and approve these type of requests, but all of these dependencies can be grouped together and done as a unit instead of individually.  Please pass the word to your respective EE4J components.  Thanks!
