AFAIK, CTS is the Java EE Compatibility Test Suite provided by Oracle to Java EE licensees[1], so essentially a product, while the TCK term refers to the Technology Compatibility Kits[2] for the various APIs that are included in the CTS

That explains the tense & subject changes throughout :-)

I would recommend linking to the EPLv2 when you mention licensing.  You may also want to link to some definition of what a TLP is in eclipse terms.
