Assuming you mean the commercial TCK license, nope. You had to sign an NDA to even see a copy of the agreement.

That hasn't been true for quite some time.  These are all included in the JSR submissions.  For example, the TCK license for the Java EE platform is here.

Of course, this says nothing about what EE4J might do.
