Thanks Romain,   If that is the case then both of these notes chains are unnecessary since both of the projects I am concerned with have been released to maven central:

https://repo.maven.apache.org/maven2/jakarta/xml/registry/jakarta.xml.registry-api/1.0.10/

How long does it typically take before the mirror sites are updated?

It's fine ; the source of truth is repo.maven.apache.org, the only thing that matters is that the artifacts is available there.
AFAIK mvnrepository.com is some kind of a mirror, it's likely some timing / caching issue.
