Out build engineer just successfully ran with the following - what is the 
difference in your config?

I've just verified it works with EclipseLink 2.3.1 and 2.1.1, for a sample 
project from my home.

His POM needs to specify the repository like this:
<repositories>
        ...
<repository>
<id>EclipseLink Repo</id>
<url>http://download.eclipse.org/rt/eclipselink/maven.repo</url>
</repository>
        ...
</repositories>

and the dependencies like this:

<dependencies>
     ...
<dependency>
<groupId>org.eclipse.persistence</groupId>
<artifactId>javax.persistence</artifactId>
<version>2.0.3</version>
<scope>compile</scope>
</dependency>
<dependency>
<groupId>org.eclipse.persistence</groupId>
<artifactId>org.eclipse.persistence.core</artifactId>
<version>2.1.1</version>
<scope>compile</scope>
</dependency>
     ...
<dependencies>
