Correct me, if its wrong, but we have included the jpa separately (which 
works):

			<groupId>javax.persistence</groupId>
			<artifactId>persistence-api</artifactId>
			<version>1.0</version>
		</dependency>

		<dependency>
			<groupId>org.eclipse.persistence</groupId>
			<artifactId>eclipselink</artifactId>
