Of course just as I hit enter I think I found the missing link. It could be the https://ci.eclipse.org/eclipselink/job/eclipselink-promote-master/ job. I didn't consider it, because it has failed for the last 4 years or so. But despite failing, it still seems to do the promotion. Maybe...

The publish action takes a UUID that comes from a promote, but where is this promote being done? I can't find any job that does this, and there wasn't any other job executed around the time of the release except for a job called "shell", which has a lot of commented out code to create directories on the download server,

Additionally I found these two scripts in the repo: 


But there does not seem to be a job anymore for 5.0/master that calls them.

Any idea?
