[eclipselink-dev] Update to build scripts

Hi All,

 I have updated the EclipseLink build scripts to build the main 
eclipselink.jar file from a pre-packaged version of the 
eclipselink.extension.oracle files.  This means people that do not have 
the dependacies for eclipselink.extension.oracle can build the whole 
jar.  Note: If you would like to change the files in 
eclipselink.extension.oracle, you will have to check in new version of 
the pre-packaged jar.  The build.jar target in the ant script provided 
with that project allows you to build.jar.
