To answer your questions:
1) Our standard caveat about WiFi is that the reliability is not guaranteed. That said, our EclipseCon NA WiFi is usually quite good. This is a new venue, but it's the same provider we had last year in Santa Clara (Swisscom) and it worked well then. We'll have a mirror server there for Eclipse downloads, as usual. We can't bring our own equipment or set up other networks without permission from Swisscom. If you want me to get more info on this, let me know.
The biggest problem we've had with WiFi is downloading software at the start of tutorials -- there's just no way it can handle hundreds of people downloading large packages during the same 30-minutes period. That's why we encourage presenters to tell attendees what to download ahead of time.
As a reminder, we'll have two 2GB USB sticks available per tutorial (to be picked up at registration), so if you want us to provide more, be sure to let me know ASAP.
2) There's no set time for breaks on Monday. There will be beverages available mid-morning (~10:30am) and mid-afternoon (~2:30pm). Breakfast will be a simple continental (coffee plus roll). There is a coffee bar/deli in the hotel where attendees can get a snack if they need something between breakfast and lunch, or get an espresso if they need high-test caffeine.

I should know this but I honestly can't remember what we had in previous
years, apart from continental breakfast beforehand. As a tip for others
who haven't done a tutorial: it's a good idea to plan breaks at the end
of an exercise, so that people who don't need the break can just keep working
on the exercise without feeling like their time is wasted. You can add
"bonus steps" to an exercise to keep the keeners busy while the
slower attendees catch up. There will usually be a wide range of experience
levels in the audience - some will finish the exercise while you are introducing
it, and others will still be trying to get Eclipse installed/started when
the time runs out...
