I have added decline comments for all talks assigned to me and in addition for the tutorial:

conflict of interest or don't know what to say for a given talk. We need to have the comments by
tomorrow evening (ET). Cédric and Pascal already said they won't be able to do it. If you can't,

I've also done some changes to the spreadsheet:
* I've accepted https://www.eclipsecon.org/na2016/node/2003 (Json) after the speaker has changed
the abstract and the title as requested.
* https://www.eclipsecon.org/na2016/node/2106 => was rejected and is now accepted and
https://www.eclipsecon.org/na2016/node/2097 => was accepted and is now rejected. Both were
merged into https://www.eclipsecon.org/na2016/node/2106 (the abstract has been changed on this
one instead of the other).
