Hey Max,
I agree with Ian, please ask the submitter to be as transparent as possible.
In addition to that I don’t think that being not closely related with Eclipse is a killer argument against a talk. I assume that we will have some non-Eclipse talks at the conference (for example, pure Java-related talks not mentioning Eclipse) and if it is a great and interesting topic, I would be perfectly fine with this. In the end, we should find a good balance.
