I agree with John. I don't think we should give them an open-ended, invited, talk (like we've done with some other technologies). I would be happy to 'encourage' them to submit a talk based on their experience building an IDE for Dart (From the screenshots it seems it's still based on Eclipse).

Ian (or others), do you have a contact on the Dart Tools Team?
