Yes, I think the topic would work best as a conversation in a room of interested committers/contributors, rather than a one-way presentation from Wayne. I wouldn't want to exclude anyone from that conversation, I just think it gets into fairly esoteric Eclipse process discussions that will confuse as much as help a general audience. I will follow up with Wayne about this.

Last year there were a number of "meetings" (I attended one on CBI and one on LTS). Wayne's talk on ideas to revise the Eclipse development process might be better suited for this. Do you think we could give wayne a room and a few hours, then he could try and attract an audience to talk about how the Eclipse development process can be improved?

As I said in one of the comments, if we are aiming for about 5 community talks, having two from Wayne is not representative.  Lars commented that the "revise" talk is aimed more at insiders and likely not of interest to wider audience. Although it is a topic that is very important to me personally, I agree with that assessment. I think we should reject the second one, and keep only the "how to become committer" talk. If there are changes to the development process coming in 2013 that committers need to know about, they can cover that in the first talk. More detailed discussion on revising the development process would be a good topic for a smaller side meeting of interested committers, perhaps as part of or combined with the regular architecture council meeting that traditionally occurs on the Sunday before the conference. If you agree with this, please revise your vote down on the second talk...
