All,
I would like to inform everyone that the EMO will be proposing to the Eclipse Foundation Board of Directors that the Requirements Council be disbanded, and that the Bylaws be amended to remove references to a Requirements Council. In addition, the EMO will be proposing to remove the requirement to publish an annual Roadmap and replace it with an annual community report. Our motivation in proposing these changes are to reflect the actual practices of the Eclipse community, and to ensure that everyone involved is spending their time on activities of value.
It has been the observation of the EMO that the Requirements Council has not been particularly active for several years, and that what activity it did have was focused on creating Themes and Priorities for the annual Roadmap. Therefore, removing the Requirements Council from the Bylaws makes sense to us.
However, if anyone wishes to debate this, or to suggest an on-going need and mission for a Requirements Council, please feel free to do so.
