I think you're looking at it. If I recall, it was intentionally written to be an ongoing document for release train participants, rather than targetted only at a single release. Having said that, I can see that it needs updating for Indigo. For example there are a few places where it says, "New this year" for things that were new for the last release. Despite that, I think you can safely point inquiring people at that document, with the caveat it may have some minor tweaks over the coming months.

Last year, we had a document in regards to joining the Helios release...

Do we plan to do something similar this year? I ask because a few
folks have inquired about joining the Indigo train this year...
