It has. During Europa, the "SJPD" Must Dos (Signing, Jarprocessor,
Pack200, Digesting) were downgraded to Should Do
(http://wiki.eclipse.org/Europa#Should_Do -- #10, #11) because not
enough projects appeared to be able to contain them (and there were
numerous bugs that delayed adoption too). Now they're back as Must Dos
(http://wiki.eclipse.org/Ganymede#Must_Do - #13, #14).
