Re: [eclipse.org-feep-stakeholders] a FEEP tag on bugzilla (rather than header in description)

IIRC this was suggested in the past but not applied. I cannot remember
why. I also prefer the "tag" or "keyword" approach.
+1 for the usage of a tag or keyword for FEEP items.
