Ketan has uploaded the tools spreadsheet - Oisin, David, Ketan and
Chris have columns for rankings.

Please do take a good, hard look at the tag usage when you are going
through these. The Tools tag is one of those overused ones and it's
important that we have a decent reflection of the distribution of tags
of relevance throughout.
