Ok, I've done a sample of the time slot allocations, and this is
available in the SampleAllocationsCSV in the shared folder [0].

This is using data that is yet to be scrubbed. You can see how
the Tools and Java 'generic' tags have skewed the figures
somewhat. Submissions with these tags need to be scrubbed.

Picking out SOA as an example - after tag cleaning there
were a total of 25 submissions that were relevant, which was
about 2.5% of the total tag numbers. The tag has 1hr of
minimum time, plus 2.5% of the allocatable time (0.66 hrs)
which I then round up for a total of 2hrs of conference time.
(Not including tutorials). This is 2 long talks, or 4 short
talks, or 1 long, 2 short, or 8 lightning and it's up to the
PC reps to decide that and mould the submissions
appropriately.

Note that these figures are just examples and not final
until the other tags are fully cleaned on Monday.

Does this make sense - what are the major flaws in this
approach, as you see them? I think there is a level of
fairness in this approach, but am open to criticism here
from the PC.
