[eclipse.org-eclipsecon-program-committee] Status of Testing Panel

Well, so far none of the main people we contact for the panel have 
responded.  So, Ketan and I have discussed opening up to the community, 
on who they would like to see on such a panel, or if they themselves are 
interested.   Before opening a corresponding Community bug where I can 
track, I wanted to run the idea by the group as a whole first.
