Its a valid concern and on that we had in the ESE program committee.  We identified the clear accepts and rejects early on and notified them.  The in-betweens were then considered if some of the accepts dropped off.  Something like "we are assessing the available space".  Ultimately we were able to accept some of those and the rest got a rejection.  People in the limbo state can remain optimistic or assume that they will not get in and plan accordingly.  Of course we can't leave them on hold for a long time but we can seek the sort of confirmations from accepted speakers that Bjorn outlines.  In the end, its not a contract and companies are going to do what they are going to do.  It makes sense to clarify the situation so that people realize the impact of dropping out later on.

P.S. Originally we had intended the speaker agreement to be that double-check on people's attendance, but an unfortunately high number of people have been signing the speaker agreement (wherein they agree to come) and then reneging on that agreement later. So, basically, we can't count on the speaker agreement as an agreement.
