My experience with tags like (Beginner, Intermediate, Expert) is that the authors and the attendees never seem to have the same understanding of what those words mean. And further, different authors have different assumptions about the words. Thus it is *very important* that we, as the program committee, work hard to make clearly understandable words and to write a short paragraph about each one clarifying _exactly_ what the tag is about.

For example, am I a User or a Committer if I am a Committer on Dash but a User of JDT? Am I Intermediate if I've been coding for two decades, but I haven't been using PHP that long? What would I need to know to be an Expert on CDT? And so on...

I think the tags are a good idea, but I think we need to be clear on the semantics attached to each tag. It's actually in our best interest as well because then the submission will be pre-tagged to help us with reviews.
My hope is that the submitters will be able to identify the:
 - Audience (User, Integrator, Committer)
 - Experience (Getting Started, Intermediate, Expert)
 - Subject Tags (Java, C/C++...)
