Here's what I am suggesting (and implementing/asking Karl and Gabe to
implement):
(1) Talk A is interesting, I press ACCEPT
Talk B is not as interesting, but is a bubble, I do nothing
Doug presses the Big Button.
Talk A gets a "welcome to EclipseCon" email.
Talk B gets nothing (actually, we'll send a one-time non-automated
email to the bubble talks explaining the bubble situation)
Talk A presenter wins lottery, stops answering phone calls
I DECLINE Talk A.
I ACCEPT Talk B.
Doug presses the Big Button again.
Talk A gets a "you're no longer part of the conference" email.
Talk B gets a "welcome to EclipseCon" email.
(2) alternately:
Talk A is interesting, I press ACCEPT.
Talk B is not interesting, I press DECLINE.
I leave nothing on the bubble.
Doug presses the Big Button.
Talk A gets "welcome to EclipseCon" email.
Talk B gets "thanks, but no thanks" email.
Talk A presenters stops answering phone calls.
Now I'm in deep do-do.
I DECLINE Talk A.
I ACCEPT Talk B.
I write a comment on Talk B saying "sorry, sorry, my bad, we really do
want you".
Doug presses the Big Button again.
Talk A gets a "you're no longer part of the conference" email.
Talk B gets a "welcome to EclipseCon" email.

Sorry for not being clear - here's a full example.
Talk A is interesting, I press ACCEPT.
* Talk B is not so interesting, I press DECLINE.
Talk A presenter wins lottery, retires to a
luxury Ruby on Rails OSS project, refuses to
return calls.
I DECLINE Talk A.
I ACCEPT Talk B.
Is this the correct way to do it?
Where I have the * is the nub of my confusion. What
if I neither ACCEPT nor DECLINE Talk B at this point?
