RE: [eclipse.org-eclipsecon-program-committee] Submission Dates

Officially we are only considering short talks past the deadline, as
advertised on the site. Everything after 11/20 is a short talk except
for a bogus tutorial submission (480).
Unofficially, it's up to each category lead to decide if they want to
take a late-breaking submission.
