Sorry if this has been discussed and decided before: couldn't find it in my
notes...

At what point do we consider requests to covert/trade talk types? The Data
Tooling track has four short talks open, but one more long talk than our
current allocation. Is there some way that I might be able to trade these
short talks for an additional long talk slot?
