We don't have any posted written guidelines, but I'm in the same boat at Rich: if it's an advertisement, no; if it's mostly about product X, no; if it has useful technical things to say about subject Y using product X as an example, then ok. For example, I could imagine the Instantiations guys talking about how tricky it is to build a visual builder for SWT because of corner cases and using their SWT Designer as an example. But if the talk was an advertisement for SWT Designer then it would not be a good EclipseCon talk.
