If you believe some changes to the title and/or description will help
attendees understand what it's about, you should definitely work with the
submitter to improve it.

For another (unnamed) conference this year, the program committee managed to
completely rewrite my title and abstract without consulting me, which I
didn't think was such a good idea. ;)
