[eclipse.org-eclipsecon-program-committee] Unable to attach slides

One of the panelists of the RCP talk (#269) tried to attach some auxilliary slides to eclipsezilla and got an access error so he asked me to try it and I got this error:

Error: System Locked
  The eclipsezilla submission system for this year is locked, please contact a system administrator if you need to modify something.

Who has access to attach things now?
And is there any reason that people should be locked out of updating their submissions with more up to date info?
