Good question.

The short version is that if you can't certify the content based on the terms laid out in the ECA/DCO, then open a CQ and the IP team team will help you sort it out.

Shorter version: you need a CQ.

Stackoverflow has a license

that at least requires attribution. Say we would re-use a code snippet like this one:

What would be the correct way to use it within a commit? Attribution in the source code next to the snippet? Would we need to file a CQ?
