Is there a reason why this should be a topic for either Council? My 
immediate reaction is that this should be a topic handled by the project 
in question, and from what I can see of the discussion they're doing so 
in a reasonable fashion.

I admit that drawing these lines is more of an art than a science, but 
that was my immediate reaction.
