You can also set repository id in your target platform [1] (not via the UI though) and configure mirrors in your tycho build for these repo id [2]. This way, you can have a profile with local mirrors and another one without for public build.

The workaround I use is to mirror whole update sites and use a local copy instead of sourcing from Eclipse.org or its mirrors. That way local access within our Jenkins is faster as the bits are local to the same data centre.
