[eclipse.org-architecture-council] The new incubation mailing list exist

The webmaster has provisioned the new list.

You may recall from previous conversations that we've created this list 
to provide a communication channel for new projects to get help. This 
comes in combination with the reduction in the mentoring requirements 
(only one mentor is now required for new projects).

Participation in this list is optional, but I strongly recommend that 
all members of the Architecture Council, especially those who are 
mentoring join.

I expect that the more seasoned mentors will probably do most of the 
work initially, but it is my hope that in addition to providing help for 
new projects, this list will also serve to round out the process 
knowledge of our mentors.

I will spend time next week updating our documentation to point new 
projects at the list. I will also work with the webmaster team to 
determine what the best course of action will be for project leads and 
committers on new projects (e.g. do we sign them up automatically or 
encourage them to do so on their own).
