This bug is to start a discussion about a new top level project that is totally
devoted to communication between community members at large and which would
bring this communication inside the workbench.

Getting Q&A for Eclipse topics, currently gotten from newsgroups and IRC
channels can be made much more attractive if this would be accessible from
within the workbench. 

A perfectly good example of this is the already existing feature to get a
bugzilla account and file a bug from the help menu of the workbench.

Not only would this top level project bring the consumers to the source of
knowledge, it it also aimed at bringing the consumers in touch with the
commercial members of Eclipse, with at leat one goal to bring more paying
members to the foundation.

Please consider the attached new help menu that would be the result of one or
more projects inside this new project. 

I would like to coin the term "The Aware Workbench" in this context. The
workbench would always know where to go with any of the users questions.
