In the CDT User doc's "Before you begin" section, there are hyperlinks which
directly point to downloadable artifacts (.EXE, .tar.gz) that are under GPL.

It is my understanding of the policy on 
   http://wiki.eclipse.org/Links_to_non-eclipse.org_content
which is linked from
  
http://wiki.eclipse.org/Development_Resources#Committers_and_The_Eclipse.Org_Website

that this is forbidden. That policy only talks about the website, but I seem to
remember that we also need to be careful with hyperlinks that are part of the
packages / products that we deliver from Eclipse.org. If that were not the
case, wouldn't we also be allowed to have URLs to external p2 repositories
embedded into our features?

Wayne, can you clarify the policy or point to a place where this is described?
