A committer election for Markus Duft on project Eclipse Platform

I would like to nominate Markus as platform committer. Over the years, he
contribute two major features to the debug project: launch groups and the new
launch view. He also confirmed that he is interested in maintaining and
enhancing these feature even thougth he is facing currently a very high
workload at his company.
