I forgot to mention: Do not look at the actual tip content. It is preliminary.  We are currently massaging this from Twitter and other sources.

Hi,

The Tip of the Day feature is available in the nightly builds. After restart the framework should fetch some data from the downloads area and present 4 tip providers with new tips.

I would appreciate your feedback on bug [1]

1. Help/Install new software
2. Add this repo
http://download.eclipse.org/eclipse/updates/4.8-I-builds
3. Uncheck "Group Items by Category"
4. Search for Tips
5. Install and restart.

I think we have to go through this step first before including the feature in the product by default.
Also, I would like to have a confirmation that the API is minimal and sane - there are so many cases where we have to keep API with all the burden coming from that so the less we expos the better.

Confirmed this one myself - looks minimal and sane.
So let's have it as a separate feature published to the update site for testing purposes. That should allow others e.g. EPPs to integrate it in their products just fine. If it looks fine we can include it by default for RC1 (assuming feaature is in p2 repo by tue-wed next week).
