As part of the fix for the bug 533880 a new preference API will be introduced in JDT Debug

"PREF_COMPILER_COMPLIANCE_DOES_NOT_MATCH_JRE"

https://bugs.eclipse.org/bugs/show_bug.cgi?id=533880#c2explains the need to fix this in 4.8 M7

As part of this bug fix, I am asking for PMC approval for the addition of the above preference API in JDT Debug for 4.8 M7.
