[eclipse-pmc] 4.7.3 RC4 rebuild

Jetty 9.4.7 has major issue with objectweb-asm 6.x which is shipped in 4.7.3 as jetty annotation fails to resolve against it. Although jetty-annotations is not shipped as part of the platform we should do our best to not create issues for downstreams by shipping parts of two projects that have issues to fully work with each other.
As the 9.4.8 update is in Photon for months I propose backporting the change to 4.7.3 and create RC4 for it. This would make us not break downstream projects that depend on Jetty with 4.7.3 release.
