[eclipse-pmc] PMC approval

Hi everyone,
There is a work in progress, which codewise is pretty small but enhances the dark theme under Linux significantly (dark menues, scrollbars, window decorations, etc.). There is no API exposed but is additional fragment and is pretty late but the improvements are worth approval(if it needs at all). Once/if the platform.ui guys agree on the e4 part I want to give it PMC approval unless someone disagrees. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=464781 for details.
