[eclipse-pmc] API change downport - Add x-internal to org.eclipse.e4.ui.

Hi,

In the implementation of Bug 378298 the flag x-internal for the package org.eclipse.e4.ui.workbench.addons.splitteraddon was not set but in general platform.ui does not release their model addons as API.

We discussed the best solution for this in https://bugs.eclipse.org/bugs/show_bug.cgi?id=441118 and I think it would be good to fix this in 4.4.1. Dani seems to agree, see https://bugs.eclipse.org/bugs/show_bug.cgi?id=441118#c4

The fix would simply add x-internal to the package. 

This package was added in 4.4.1. and the change does not not doesn't break binary compatibility. If we do this change, we will add it to the migration guide.

Please vote on the change.
