[eclipse-pmc] Changes to PDE Leadership

Dear PMC members

As I already informed you, Srikanth has decided to step back as JDT Core
lead. Jayaprakash Arthanareeswaran has been proposed as new lead and passed
the vote by the JDT Core committers. I propose that the PMC approves Jay
as the new JDT Core lead.
