One clarification to make here, though
it's not really relevant to the discussion of WebKit on Windows, is that
the use of WebKitGTK+ earlier this year was determined to be a "pre-req"
case, not a "works-with".  This is because its use is required
for providing stable SWT-NONE-style Browsers on Linux.  SWT-NONE-style
Browsers need to reliably work, as there's no more-basic alternative Browser
type to fall back to.

The first two paragraphs of the referenced
bug report explain why WebKit on Windows is a "works-with" case.
 IE is assumed to be available as a stable renderer on Windows for
clients creating SWT-NONE-style Browsers.  But for clients wishing
to try to use WebKit instead when running on Windows, they should be able
to do so and then fall back to using IE as the renderer if WebKit is not
available.

+1 for marking webkit-win as a "works-with" dependency.

We recently marked webkit-linux as "works-with" and SWT also
works
With IE and xulrunner on Windows.
