I have created a draft SR2 freeze plan

Please review and let me know of any
suggested changes. With the RC1 coming the week after most of us get back
from holidays, I wanted to get this in place before we go away.  The
dates are based on the required input times for the release train [1],
although there is some flexibility around when we do our test passes.
