GOALS/BENEFITS:

Add API to allow the user to get and set the bounds (in pixels) of the
block selection in StyledText. 
This is necessary in order for the user to restore the exactly same block
selection when need it. 
This problem is blocking 3 other problems in Eclipse: 262625 267804 269788
