builds until we declare M5.   So again, please refrain from updating
your maps for the I-build.

The PDE team found a regression with testing the 3.5M5 builds today. The
problem is described in this bug:

In summary, if you use Eclipse application configurations... and select
a subset of bundles AND simpleconfigurator is included in that list, we
will attempt to start all your bundles. This effectively kills lazy initialization
and can cause issues for people who don't expect everything to be started.

We are ready to tag if the PMC approves of this change.
