[eclipse-pmc] request for PMC approval for bug fix 236512

Request for PMC approval to release
the fix for bug 236512.  Due to a problem in our build process, the
manifests of the launcher fragments in the delta pack were missing signing
information which caused a verification error .  This issue also disrupted
our build process last week.  This bug meant that the launcher fragments
contained within the SDK contained a different manifest than the ones that
ones in the delta pack.

I have run  a test build with this
change and verified the fix.
