[eclipse-pmc] Tom Watson confirmed as Equinox co-lead

In the PMC meeting held yesterday the
PMC voted unanimously to invite Tom Watson to co-lead the Equinox project
with Jeff McAffer.  Tom has an outstanding record of contribution
to the project and will be a fantastic addition to the Eclipse project
leadership.

that we need to follow here to add Tom as a project leader etc?
